Tassel loafer

Loafer with two small leather tassels on a cord that runs around the upper and sits on the vamp. The tassels make it a little more playful than the penny loafer, but it remains a shoe for tailored trousers. Brown suede goes with flannel, fresco and a navy sport coat. It is common mainly in American menswear.
